Ukrainian President Volodymyr Zelensky States Absence of Definitive Defense Guarantee from Partner Nations

President Zelensky has stated that Ukraine's partners in Europe have not given him solid assurances that they will protect his country in the event of a fresh offensive by Russia.

"I continue to pose this critical question to every one of our allies and I have not received a clear, unambiguous answer yet," he told reporters on midweek.

His comments come a day after the UK and France signed a declaration of intent on deploying troops in Ukraine should a ceasefire agreement to conclude the conflict with Moscow is reached.

However, full security guarantees have not been agreed. The United States, which has been spearheading initiatives to end the invasion, was reported to have abstained from signing such a pledge at talks in Paris on the previous day.

Details of the Paris Talks

Following the negotiations in Paris, which included some 30 countries that comprise the so-called Coalition of the Willing, UK Prime Minister Sir Keir Starmer said the UK and France would "set up operational bases across Ukraine" to prevent any future incursion, while French President Emmanuel Macron subsequently indicated a significant number of soldiers may be deployed.

Allies proposed that the United States would take the lead in monitoring a truce. But the central sticking point of territorial concessions that Ukraine is being asked to grant to Russia as part of the peace proposals are continuing to be negotiated.

The Russian government has thus far remained silent on the declaration made in the French capital.

President Putin initiated a comprehensive military assault of Ukraine in the early months of 2022, and Russian forces currently controls about one-fifth of Ukraine's land.

Zelensky's Shifting Tone

Sir Keir described the bilateral declaration as "an essential component of our dedication to stand with Ukraine for the long-term".

He continued: "It paves the way for the legal framework under which British, French and partner forces could function on Ukraine's territory, securing Ukraine's skies and seas, and rebuilding Ukraine's armed forces for the future."

The Ukrainian leader praised that agreement as a "huge step forward".

Twenty-four hours afterward, however, he appeared less optimistic.

"I perceive the determination, the political will, and that the allies are prepared, and the partners are ready to give us strong sanctions, strong security guarantees," he said when questioned if European countries would defend Ukraine.

"However, until we lack such security guarantees - legally binding, supported by parliaments, supported by the United States Congress - this crucial issue remains unresolved. And should they materialize, you must ultimately depend first and foremost on your inherent capabilities."

Persistent Challenges and Fighting

Negotiations in Paris were also significant due to the presence of US President Donald Trump's peace envoys, Jared Kushner and Steve Witkoff.

One envoy stated the participating countries "mostly completed" their work on finalizing security arrangements.

Recently, the President indicated a settlement was "ninety percent complete".

Questions of land and defense pledges have been at the forefront of unresolved issues for diplomats.

Putin has repeatedly warned that Ukraine's military must pull back from all of Ukraine's eastern Donbas or Moscow will take control, dismissing potential concessions over how to end the war.

Zelensky has so far ruled out relinquishing any land, but has proposed that Ukraine could withdraw its troops to an established line - but provided that Russia reciprocated the action.

Russian forces currently controls about three-quarters of the Donetsk region, and some 99% of the adjacent Luhansk region. The pair of oblasts constitute the Donbas industrial heartland.

It has been intensifying attacks against cities in Ukraine - with a focus on energy infrastructure. Russia has also made incremental advances in capturing more Ukrainian territory.

Ukraine has hit back at objectives inside Russia with drones, though with more limited success.
